Stacy Chin

Stacy Chin, Ph.D. is the Co-Founder and CSO of Scout, an AI-powered platform that accelerates the grant writing process for startups seeking non-dilutive funding. With over a decade of experience in federal grants and contracts, Dr. Chin has helped secure more than $40 million in SBIR/STTR and other competitive R&D funding for early-stage companies across sectors including healthcare, defense, climate tech, AI/ML, and advanced materials.

She has served as an SBIR reviewer for both the NIH and NSF, and has advised founders affiliated with institutions such as Harvard, MIT, UCLA, and Columbia. Dr. Chin also previously co-founded a diagnostics startup backed by the NIH and Gates Foundation, and holds over a dozen patents.

Through Scout, she now works at the intersection of innovation, funding, and AI—building scalable tools to empower founders, democratize access to public capital, and accelerate deep tech commercialization.
